It is easy to believe a project starts with a spade in the ground. But we understand from first-hand experience that it takes a considerable amount of pre-construction work to get you there, usually while balancing workload from other projects that are running in pre-construction or close-out.

Bid-writing and estimation
In the past, contracts were awarded based mainly on price and schedule. Today factors like quality, social value, and environmental impact play a critical role in the bidding process. Many otherwise strong tenders are rejected because they lack well-developed quality plans, social value commitments, or environmental assessments.
We have experience with bid writing for projects issued by National Highways, the Environment Agency, Local Authorities, Wildlife Trusts and other sector clients. Our services include:

Pre-Construction Management
The period between tender approval and the start of works is often unclear and demanding. During this time, we’ll be finalising commercial terms, refining the programme, coordinating with stakeholders, and securing permissions. It’s a challenging and often stressful phase.
But with our wealth of experience of working with government agencies, local authorities, and utility providers, we’re well placed to ease the pre-construction workload freeing your team up to concentrate on stakeholder relations, or just focus on the bigger picture.
During this phase, we support you by preparing:
- Construction Phase Plans
- Risk Assessments and Method Statements
- Quality and Environmental Management Plans
- Purchasing and commercial management plans
- Site Waste Management Plans
- Licence applications
- Road space bookings and Traffic Order applications

We can also provide you with advice and assistance from specialists such as Temporary Works Co-Ordinators, Design Engineers, and Appointed Persons for the remainder of the project should you require it.
Delivery
Once started, projects can quickly shift beyond their original scope. We offer senior-level project managers and client liaison to support your site team. Our project managers regularly represent our clients in meetings and remain involved with the project from mobilisation through to closeout.
During the delivery stage our Project Management team will be there to support you every step of the way with:

NEC4 Programming
Possibly the most critical item in any Project Manager’s suite is a competent and reliable programme. VM Group offers programming and planning services as eiher part of a Project Management suite, or as a stand-alone item should you require it.
We are fully conversant with NEC3/4 Form Contracts, and JCT Master Programmes; and depending on your client’s requirements we provide programmes in MS Project or Primavera P6. Further, as part of any planning or programming package we offer a full green and red review process before submission.
Pre-submission Adjudication
Successful tenders must be commercially sound, achievable, and structured to manage risk. Striking the right balance is critical – too little oversight increases financial and reputational risk; too much can make your bid uncompetitive.
Our commercially minded team understands how to maintain a strong position without compromising on price or duration – key components to securing repeat work and staying profitable.
We offer “Red Team” reviews to assess your tender in full or in part. With broad experience and deep industry knowledge, our reviewers identify potential risks and challenges, then provide clear recommendations to strengthen your submission.
